Manager, Health Policy & Regulatory Advocacy

The American Academy of Dermatology is seeking a Manager, Health Policy & Regulatory Advocacy located in our Washington, DC office responsible for supporting the Academy’s health policy and federal regulatory initiatives related to Medicare, FDA, and other federal health initiatives impacting the practice of dermatology. Assist in the coordination of the Academy’s activities with AMA’s RVS Update Committee (RUC). Responsible for contributing to development and coordination of advocacy campaigns to influence federal regulatory policy especially as it relates to increasing patient access to dermatological care. Responsible for monitoring and analyzing proposed regulations, policies, and federal regulatory emerging issues, assessing their respective impact on the Academy’s initiatives and goals, and communicating relevant information to leadership, staff and others within the organization and external to the organization, as necessary to achieve goals.

Responsibilities:
  • Support the Associate Director on RUC activities, including, but not limited to, coordination of necessary meetings, conference calls, level of interest forms, summary of recommendations and RUC surveys to establish relative value unit (RVU) recommendations (work, practice expense and malpractice expense) for dermatologic procedures. Conduct data analysis, code comparisons, and assist in drafting vignettes and justification, and code presentations. Provide guidance and input in RUC process and strategy as requested.
 
  • Monitor, track, research, and analyze information on regulatory proposals and other public policy issues relevant to dermatology. Assist in preparation of regulatory summaries for internal use. Attend external meetings, briefings, and conferences (e.g., MedPAC, PTAC) and provide timely summaries. Provide regular updates on status of regulations and initiative to members and staff.
 
  • Research, track and assist in developing the Academy’s response to Medicare Quality Payment Program and other value-based initiatives, engage with members and staff across the organization, including practice management and Science & Quality teams as well as with external stakeholders.
 
  • Support the Associate Director and other members of regulatory and payment policy team’s advocacy effort to increase access to dermatological care, especially as it relates to policies that further health equity and diversity, particularly in the dermatology workforce, and decreasing disparities in care for patients with skin of color.
 
  • Contribute to the development of responses to federal healthcare regulatory activities related to physician payment and pharmaceutical access that impact dermatology, including develop comment letters and facilitate meetings with policymakers and stakeholders as needed. Draft policy positions, issues briefs, and advocacy materials, and provide recommendations for action/development of resources where appropriate.
 
  • Serve as staff liaison to assigned committees, workgroups and task forces as needed. This includes agenda development, meeting and conference call coordination, drafting minutes, and tracking action items. Develop and maintain knowledge of the committees’ area of expertise and work cooperatively with volunteer members. Comment on AADA policy relevant to assigned committees and facilitate joint advocacy efforts with coalitions and medical associations.
 
  • Ensure appropriate communication of regulatory and payer policies and activity to Academy membership. This will be done though meetings, regular updates to the Academy’s website and contributions to other member communication vehicles.
  
 
Requirements:
  • Bachelor’s degree is required, preferably in public policy, political science, economics public health, or health-related field. Master’s degree is preferred. Minimum 3-5 years’ experience in government affairs, health policy, or state or federal government.
  • AMA RUC experience preferred.
  • Must be able to analyze complex regulatory and policy information and assess impact on Academy initiatives/goals.
  • The ability to develop, coordinate and execute advocacy activities within the federal regulatory area is vital.
  • Effective verbal and written interpersonal communication skills; strong organizational and time management skills are essential. The ability to plan, organize, prioritize, manage details and monitor own work and projects required.
  • Ability to choose the correct course of action and resolve problems or issues by using judgment that is consistent with standards, practices, policies, or procedures is necessary. Ability to work effectively with varied people to facilitate the completion of the work by established deadlines vital. Ability to think strategically to ensure the best possible outcomes and Academy approach to an issue.
  • Knowledge of regulatory affairs, health policy, health care delivery system and role of medical organizations required. The position requires attention to detail and resourcefulness.
  • Some travel may be required.
