Emergency Management Specialist II

Serves as the Department of Family Services (DFS) lead for county emergency shelter operations (Emergency Support Function 6 – Mass Care, Emergency Assistance, Housing, and Human Services). Creates and maintains emergency plans, developing trainings, conducting exercises, writing after action reports and implementing correction action measures. Serves as the department’s liaison to the Office of Emergency Management. Serves as the DFS Emergency Response, Safety and Security Coordinator. Develops, maintains and updates building and agency emergency action plans. Plans and oversees emergency drills for multiple Health and Human Services co-located facilities. Coordinates with DFS staff, county security, Risk Management and other Health and Human Services agencies concerning building security issues. Identifies and coordinates safety and security trainings for DFS staff. Maintains and updates the DFS Continuity of Operations Plan (COOP). Serves as a member of an on-call team and is expected to fulfill a management role during emergency responses.
Illustrative Duties

Establishes and maintains liaisons with agency program managers to insure efficient and continued use of volunteers;
Regularly facilitates and convenes meetings with county agencies, recommends appropriate courses of emergency action, establishes emergency planning guidelines, and ensures compliance with federal, state and county emergency management guidance;
Conducts independent research, prepares, develops and manages assigned projects/ programs in a variety of complex emergency management areas;
May supervise other employees on a recurring or project basis;
Coordinate and work directly with residential and business partners;
Developing new relationships, researching and identifying available grant resources;
Performs ICS position specific or ESF function roles in day to day operations or during EOC activations.
Required Knowledge Skills and Abilities
Knowledge of emergency disaster plans of local, federal and state governments;
Ability to supervise both professional level staff and volunteers effectively;
Ability to effectively demonstrate interpersonal and organizational skills;
Ability to effectively communicate, both orally and in writing;
Ability to develop, implement and evaluate program goals and objectives;
Ability to operate emergency communications equipment, computers, wireless devices, etc.;
Ability to effectively coordinate a variety of emergency management related activities.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields, plus two years of professional work experience in emergency management or public safety.

PREFERRED QUALIFICATIONS:
  • Direct experience in the development, maintenance, and operationalization of emergency plans.
  • Ability to effectively communicate verbally and in writing.
  • Strong organizational skills.
  • Ability to manage multiple priorities and time sensitive projects within tight deadlines.
  • Flexibility to work in a dynamic, emergency preparedness and response-focused environment.
  • Working Knowledge of the Incident Command System (ICS), the National Incident Management System (NIMS), Federal Emergency Management Agency (FEMA) and other recognized standards and best practices in emergency management.
  • Ability to operate emergency communications equipment, computers, and wireless devices.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a driving record check, and a Child Protective Services check to the satisfaction of the employer.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).

PHYSICAL REQUIREMENTS:
Job requires walking, standing, sitting (for long periods of time), kneeling, reaching, bending, climbing stairs; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. Ability to drive a motor vehicle; ability to access locations not accessible via public transportation Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. occasionally. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. SELECTION PROCEDURE:
Panel interview and may include a written practical exercise.
