Project Manager II (Multiple Openings) - Military HIV Research Program

HJF is seeking a Project Manager II (Multiple Openings) to support the Military HIV Research Program (MHRP) of the Walter Reed Army Institute of Research (WRAIR). This position is located at the Rockledge office in Bethesda, MD. HJF provides scientific, technical and programmatic support services to MHRP.

The incumbent is responsible for providing support for a diverse portfolio of ongoing surveillance, clinical and operations research, evaluation and program activities within the U.S. Military HIV Research Program (MHRP, www.hivresearch.org). The incumbent will support the International HIV Prevention and Treatment (IHPT) group funded primarily by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and may support efforts under the Clinical Directorate. The incumbent is responsible for developing project plans, supporting budget development activities, tracking progress of and providing administrative support for assigned HIV studies, and organizing communication with study teams located in the U.S. and internationally. The incumbent may also participate in protocol development, implementation, analysis and publication activities, will work with country teams to support development and implementation of studies through their life cycle, and may serve as a junior investigator.

As a member of the MHRP Project Management team, the incumbent may oversee the pre, post, and closeout phases for a portfolio of grant awards. Incumbent will serve as primary point of contact for award stakeholders, responsible for preparing and managing the fulfillment of technical and financial contractual obligations. Incumbent will initiate contracts and agreements for ongoing awards and participate in development of new grant proposals.

Responsibilities:
  1. Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Operations in the administration of agreements and contracts and research compliance. Develops and maintains standard operating procedures, maintains and disseminates policies and obtains feedback for continual process improvement. (30%)
  2. Monitors grant awards for compliance with regulations and adherence to timelines. Ensures compliance with terms and conditions of the award. Maintains archive of documents required to support pre/post award management. (15%)
  3. Initiates and monitors program actions including budgets, purchasing, and hiring activities. Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program. (20%)
  4. Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards. (25%)
  5. Supervises the work of program staff, including assigning and reviewing work, providing guidance, and conducting performance evaluations. Provides policy guidance and implements procedures and protocols to enhance efficiency and effectiveness of programs. (10%)
  6. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and AbilitiesKnowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously. Knowledge of project management principles, clinical research practices, and good communications, customer/client relationship skills and people management experience.

Minimum Education: Bachelor’s degree is required. Master’s degree is preferred.

Minimum Experience/ Training Requirements: 6-8 years of relevant work experience required.

Required Licenses, Certification or Registration: PMP preferred.

Work Environment: Set in an office work environment. Evening, holiday, or weekend work is occasionally required. Occasional travel is required up to 20% in Africa, typically 1-2 weeks at a time.
