Instructional Designer/Evaluation Specialist – Bethesda, MD

HJF is seeking an Instructional Designer/Evaluation Specialist to support the Office of the Vice President for Information and Education Technology/CIO located at the Uniformed Services University (USU) in Bethesda, MD.  HJF provides scientific, technical and programmatic support services to the Office of the Vice President for Information and Education Technology/CIO.
The candidate will serve as an Instructional Designer/Evaluation Specialist supporting projects including the design, development, pilot testing, delivery, implementation and evaluation of courses, training, instructional packages and programs. They are responsible for design development and reports for both instructional design work and evaluations as directed by the Director of the ETI.  They will create and upload course content and provide revisions. The candidate will be part of a matrixed team supporting various departments but reporting to the Director of the ETI.

Responsibilities:
  1. Design and develop face-to-face as well as Web-based/distributed educational products and materials throughout all phases of the instructional design process. Products and materials should be interactive, innovative, functional, and instructionally sound.
  2. Support the development of multimedia products (using graphics, LMS, and development tools) for a wide variety of stakeholders as directed.
  3. Design and develop high-quality, scalable online learning experiences in collaboration with academic stakeholders and subject matter experts, developing schedules and associated deliverables.
  4. Support detailed needs assessments and requirements gathering with faculty to determine learning needs and partner to develop outlines, scripts, scenarios, and storyboards for online or face to face courses.
  5. Participate in, present or plan workshops along with other specialized training on various instructional design, evaluation or other topics.
  6. Use information provided by data to inform decisions.
  7. Design and collect data through various means such as classroom observations, survey instruments, student assessments and/or the methods.
  8. Design, analyze data and develop reports, research, etc including recommendations.
  9. Design, develop and implement formative and summative assessments tied to rigorous objectives with differentiated options; ensuring creative prompts, directions, and rubrics lead to meaningful student products and performance.
  10. Gather requirements for face-to-face and DL educational animations, graphics, medical illustrations and other multimedia content, and then develop those requirements into final products or recommendations as directed by leadership.
  11. Create documentation (e.g., user guides, process guides, storyboards etc.) based on design principles.
  12. Review educational technology products (e.g., LMS, content creation software, etc.) with an emphasis on needs analysis, feature analysis/comparison, and support decision-making about products.
  13. Design and develop test plans, reference guides and training for use when implementing new products or upgrades to existing products.
  14. Use excellent organizational, planning, and project management skills.
  15. Work concurrently on multiple projects with different timelines.
  16. Work within an integrated matrixed team environment, collaborating with people with different technical and cultural backgrounds to develop effective course content and learning activities.
  17. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities:
  • Developing and employing experiments and educational data mining to reliably identify best practices and opportunities for change and improvement of educational offerings.  Also use this information in evaluating and improving educational solutions.
  • Knowledge of best practices in educational and non-profit/government program evaluation.
  • Ability to engage with, listen to, and learn form a broad range of stakeholders, encouraging meaningful participation.
  • Provide leadership guidance regarding effective evaluation models, methods, and systems.
  • Ability to identify limitations of one’s expertise and devise methods for acquiring additional when necessary.
  • Ability to educate others about educational concepts and methods.
  • Using a wide range of concepts, principles, and practices of face to face and distributed learning. The work requires knowledge of learning theory/cognitive science and their principles, methods & practices; use of data analytics; and techniques of the instructional systems field. This knowledge should have been acquired through extended study as well as experience and the candidate should be skilled in applying this knowledge to difficult and complex work assignments.
  • Working with university faculty to enhance both face to face instruction and distributed learning (DL). It is preferred that the candidate has proven expertise in health sciences (medical) related fields.
  • Implementing compliance with Section 508 using appropriate multimedia development techniques and sound design practices for the web.
  • Developing curricula and curricular strategy for face to face and distributed learning environments.
  • Planning and implementing evaluation and assessment of courseware and other educational products, with an emphasis on needs analysis and feature analysis/comparison and supporting decision-making.
  • Using learning management systems (LMSes) (SAKAI is preferred) to develop courses and projects.  LMS experience must include graduate degree level (PhD) accredited universities to include structured design and development of courses, capstones, and training.
  • Using a variety of development tools and processes. Required experience includes; Adobe Captivate and/or Articulate Storyline.
  • Using the full suite of Panopto tools or similar video creation and streaming services and then integrating them into educational products.
  • Using Microsoft Office and the Google suite of products.
  • The candidate must possess very strong English communication and writing skills.  The candidate will work extensively with others and must have the ability to articulate thoughts verbally and in written communications in an advanced manner as well as be able to provide graduate level editing and writing skills.
  • The candidate must use appropriate style when writing a variety of types of business and academic documents including project descriptions, case studies, project reports, journal articles, conference papers, etc. The candidate should be able to edit and write concisely, quickly and compellingly.
  • The candidate should be prepared to show examples of his/her work and highlight within their resume the educational projects using the tools and methods described in this job description.

Minimum Education: Master’s degree required.

Minimum Experience/ Training Requirements: 6-8 years of relevant work experience required.

Work Environment: Set in an office environment.

Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
