Assistant Division Director for Health Services (Assistant Director of Integrated Health Services)

The Fairfax County is looking for a visionary leader to join their Executive Management team to help drive the transition from Public Health (PH) 2.0 to PH 3.0. This organizational shift in culture and philosophy requires an Assistant Division Director of Health Services who embraces change, is data driven, a strategic thinker and self-directed.

Provides programmatic development, implementation, planning and evaluation for the Division of Health Services in the areas of integrated health services, long-term care, research and staff development to assure successful achievement of the division's objectives and to support the agency strategic plan. Expectations also include policy development and implementation oversight for the programs under your direction. A focus on health equity is at the core of the Health Services Division. Assists in the development and implementation of health equity initiatives including building internal and external capacity to address the social determinants and root causes of health inequities through planning, implementation, and evaluation of processes. Critical to this position is the ability to develop positive working relationships with other Health and Human Service agencies, non-profits and for-profit organizations demonstrating the ability to form alliances with traditional and nontraditional partners. Partnering across multiple sectors and leveraging data and resources to address social, environmental, and economic conditions that affect health and health equity. This position will be expected to establish and maintain information technology solutions used to enhance health care operations; to include assistance with implementation and management of an electronic medical record (EMR) and the collection and analysis of data to identify public health trends, populations in need and gaps in services. This position is expected to have experience supporting and managing an electronic health system. Experience developing and evaluating the effectiveness of population health initiatives. The development, implementation and evaluation of an interdisciplinary County Care Coordination Teams designed to provide support to high risk safety net clients. This will include efforts to promote the integration of primary care, behavioral health, oral health, public health in community-based settings to include the Federally Qualified Health Centers. Plays an integral role in the recruitment, retention, development and performance management of employees to achieve a competent workforce in the Health Services Division.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to: graduation from a college or university accredited by the National League for Nursing with a master's degree in nursing, public health, public health administration, nursing administration, or nurse practitioner; plus six years of full- time equivalent post-licensure experience, four of which were in a public health setting and include two years in a supervisory capacity.

CERTIFICATES AND LICENSES REQUIRED:
Possession of current license to practice as registered nurse in the Commonwealth of Virginia.
AED - Required within 60 days
CPR - Required within 60 days

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, a sanction screening, and a driving record check to the satisfaction of the employer.
This position is considered "Emergency Service Personnel"

PREFERRED QUALIFICATIONS:
Preferred candidate will have at least seven years of progressively responsible experience in a senior-level leadership role overseeing and/or managing public health programs. Extensive knowledge and experience in public health, principles and practices of nursing, community health nursing, community health planning in a public health or healthcare setting. Thorough knowledge and application of principles and practices of preventive health care, communicable diseases and epidemiology. Experience promoting health initiatives designed to promote health equity. Experience developing health initiatives with a strong community engagement component. Ideal candidate will have exposure to population health and health integration initiatives; experience supporting health care safety net systems. Proven ability to work independently and collaboratively across all staffing levels. Ability to establish and maintain effective working relationships. Exceptional interpersonal skills and ability to effectively communicate, both orally and in writing. Proficient Informatics skills and computer skills. Knowledge and experience in program development, budget development, and quality improvement.      

PHYSICAL REQUIREMENTS:
Employee is required to walk, stand, sit, bend, kneel, climb stairs and carry equipment up to 25 pounds in weight as required for the position. Uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. All duties performed with or without reasonable accommodations.
