Public Health Nurse IV (Nurse Manager Clinical Services)

The Fairfax County Health Department (FCHD) is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' access to health services and information. Under the direction of an Assistant Director of Health Services, the Public Health Nurse IV (PHN IV) for clinical services directly supervises a group of professional/paraprofessional staff and manages the overall functioning, efficiency and effectiveness of a district office, with budget responsibilities including capital equipment, personnel, and physical space. Promotes and supports population health by providing management, leadership, public health, and nursing expertise. Must possess experience collecting and analyzing data to make informed decisions and a service- oriented leader with a demonstrated ability to lead change. Strong problem solving, critical thinking skills, and a high level of professionalism is required when dealing with peers, clients and individuals within the community. Collaborates and consults within multidisciplinary and multi-agency teams in order to achieve desirable outcomes for families and communities. Participates in programs to enhance community health services and education. Promotes individual and population health by assuring the quality and accessibility of health services, preventing the spread of disease, promoting and encouraging health behaviors, and responding to disasters and assisting communities in recovery. Uses quality improvement and performance management processes and/or techniques to improve clinical services for their site and the program.
Employment Standards
MINIMUM QUALIFICATIONS:
Graduation from a college or university accredited by the National League for Nursing or the Commission on Collegiate Nursing Education with a bachelor's degree in nursing; plus five years of post-licensure experience as a nurse in an equivalent health care setting whose focus was primarily prevention services and community education, including three years in a public health/community health setting. Qualifying experience may include experience in ambulatory care settings such as outpatient clinics that incorporate community outreach/education as part of services or specialty settings that incorporate teaching, community outreach, resource referrals, etc. as part of a health care continuum; plus at least one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Possession of current license or a multi state licensure privilege to practice as a Registered Nurse in the Commonwealth of Virginia
  • Valid motor vehicle driver's license
  • Cardiopulmonary Resuscitation (CPR) Certification (within 60 days)
  • AED - Required within 60 days
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background investigation, a Child Protective Services, sanction screenings, driving record check and tuberculosis test to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Preferred candidate will have a Masters' degree in Public Health, Public Administration, Nursing, or a related degree with at least three years of progressive leadership experience in a high-volume public health or community health setting supporting population health in a culturally diverse clinical setting. At least three years of demonstrated experience working in multidisciplinary and multi-agency teams. Ability to deal tactfully and courteously with the public, community organizations, and other staff when explaining public health issues and providing public health services. Demonstrates excellent verbal and written communication skills, high attention to detail, and strong interpersonal abilities to communicate effectively and clearly with a diverse population. Ability to establish and maintain cooperative working relationships with internal and external partners. Must have a high level of integrity and discretion in handling confidential information. Bilingual Spanish/English a plus.      

PHYSICAL REQUIREMENTS:
Employee is required to walk, stand, sit, bend, stoop, kneel, reach, climb stairs and carry equipment or young children up to 25 pounds in weight. Uses hands to grasp or feel. Visual acuity is required to read data on a computer monitor. Ability to operate keyboard driven equipment. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. All duties performed with or without reasonable accommodations.
