STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute, and implement in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).
The Bureau for Global Health (GH) is the USAID/Washington operating unit charged with providing technical support to improve the health of people in the developing world by expanding health services, including: preventing child and maternal deaths, controlling the HIV/AIDS epidemic, and combating infectious diseases. GH's primary role in the health program area is to support and strengthen field operations, promote research and technical innovation, and provide leadership and training.
Within GH, and under the Office of Policy, Programs and Planning (P3) is the Global Health Monitoring, Evaluation and Learning Team (MEL). The MEL Team provides technical leadership for GH for monitoring, evaluation, learning, as well as the visualization and dissemination and the use of data for decision-making and improved program design and implementation. The unit provides policy guidance, creates the Monitoring, Evaluation and Learning agenda for the GH, as well as identifies trends, anomalies, and relationships among data to guide GH Programming.
The Monitoring, Evaluation and Learning Intern (Intern) will be assigned to the Strategy, Analysis, Evaluation and Outreach Division in P3 and will have opportunities to work with the broader MEL networks within the Bureau. The Intern will provide technical and logistical support to the MEL team. S/he will support the advancement of Monitoring, Evaluation and Learning in the Global Health Bureau. In addition, s/he will work with USAID colleagues to develop an Agency strategy for building MEL capacity within the Global Health Bureau and may contribute to broader data, measurement, and reporting activities in the Bureau.
The Intern will receive technical guidance from the Senior Evaluation Advisor, who will serve as his/her onsite manager.
By the end of the internship, the Intern will have gained experience and exposure to:
· Multiple dashboards developed using USAID, partner and third-party health monitoring data for USAID Missions and GH Country Teams.
· Presentation of analysis and visualization of country-level monitoring data for USAID Missions.
· Work with USAID colleagues to enhance internal monitoring and evaluation processes including data organization and cleaning for Office and Bureau-wide reports.
· Synthesize performance monitoring reports to create data dashboards for Mission Health Offices and Country Teams.
· Conduct secondary analyses on MEL Data and contribute to the development of written reports for dissemination.
· Participate in the development of systems and tools to improve efficiency in current USAID performance reporting processes.
· Contribute to the preparation of MEL materials for use in applied settings (eg: presentations, lessons learned, and other types of communication).
· Other tasks or responsibilities may be assigned based on organizational and programming need and/or the Intern’s own interests.
Anticipated learning outcomes:
All STAR Interns will participate in learning activities (*required 10% time) during their internship. By the end of the internship, the Intern will be able to:
· Identify and describe the core attributes of the STAR global health competencies; defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease.
· Gain exposure to monitoring and evaluation and learning through global health programming.
· Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
· Develop a global health focused career plan with a mentor.
· Currently enrolled masters or other post-bachelor’s degree candidate or completion of such within the past 12 months
· Knowledge and understanding of MEL systems and global health MEL issues related to developing countries, including global or regional health information systems.
· Proficient with Microsoft Office programs, such as Word, Excel, PowerPoint, etc.
· Strong written and oral communication skills in English.
· Strong organizational and interpersonal skills.
· Ability to interact with a diverse range of people, including development partners and USAID missions related to health information system issues.
· Ability to work independently and in a fast-paced environment with short turnaround times while maintaining high standards.
· Strong interest in global health and monitoring and evaluation.
· Ability to participate in a field experience, which may involve domestic and/or international travel and overnight stays for up to 2 weeks.
· US citizenship or US permanent residency required.
