P-3, Programme Management Officer (Pakistan Growth for Rural Advancement and Sustainable Progress – GRASP)

Deadline for Application: 25 July 2019 Entry date: as soon as possible Duration of appointment: One year, renewable For information on the International Trade Centre please visit ITC’s website: www.intracen.org ORGANIZATIONAL SETTING The Growth for Rural Advancement and Sustainable Progress (GRASP) is a 66 month project that will contribute to the reduction of poverty through development of rural SMEs in selected districts within two provinces of Pakistan: Balochistan and Sindh. GRASP will focus on selected product lines within livestock and horticulture. GRASP will take a holistic approach to building SME competitiveness in agribusiness value chains starting from a deep understanding of markets and working back through the value chain to enable SMEs and ultimately producers to create and capture additional value. To do this, GRASP will intervene in three main ways:  Improving the eco-system for rural SME development through building institutional capacity and improving the business environment  Building production and quality of primary products through support to SME agribusiness service providers and business intermediary organizations in rural areas  Increasing added-value and marketed volumes through developing value chains and supporting SMEs to improve management, increase access to finance, apply sustainable technology to add value and improve quality and reduce waste throughout the system At the impact level, GRASP will create employment and income opportunities in rural areas of Sindh and Balochistan. Outcome and outputs of GRASP include measurable improvement in the INTERNATIONAL TRADE CENTRE Page 2 business environment for SMEs, improved agricultural productivity in selected areas, better access for farmers to market information and agricultural services, increase in revenue and financing for selected SMEs and increased value added and adoption of environmental sustainable technology. GRASP has a very strong focus on women’s economic empowerment. GRASP is funded by the European Union and ITC. ITC will implement GRASP through three Pakistan based teams and a wide network of Pakistani and international partner organizations. This challenging project will involve managing many concurrent inter-linked activities from the market to the production level and innovative tools such as matching grants. The outputs expected from this job are: • Supporting GRASP project management including supporting Geneva-based Result Leads and Technical Teams • Ensuring an efficient link between operations in Pakistan, in particular the Project Coordinator and operations team, and technical and administrative functions in Geneva • Ensuring a strong focus in project coordination on measurement and delivery of results RESPONSIBILITIES: Under the direct supervision of Project Coordinator in Islamabad, and the overall supervision of the Chief Sector and Enterprise Competitiveness, the incumbent will be responsible for the following duties:  Leads coordination of management and implementation of the GRASP programme; monitors and analyzes projects development and implementation; reviews relevant documents and reports; liaises with relevant parties including projects’ partners in Pakistan, PPAF, FAO, EU and other stakeholders as well as ITC’s Senior Management.  Leads the coordination of the interventions of the ITC technical sections involved in GRASP implementation to ensure synergies, economies of scale and efficient programme implementation and delivery in line with programme work plans; ensures efficient information flow between relevant projects’ team members.  Provides advisory support to the GRASP Project Management Unit (PMU) offices in Pakistan, and contributes to managing and coordinating their work and interactions with country counterparts.  Provides substantive support to the PMU in coordinating project steering committees’ meetings, workshops and events, including proposing agenda topics, identifying participants, preparing agendas, documents and presentations, drafting event reports and following-up on recommendations.  Researches, analyzes and presents information gathered from diverse sources on market access and regional integration as well as European investment-related matters to facilitate and support programme implementation.  Facilitates and ensures analysis and presentation of performance and baseline data; works with Geneva-based staff to design project monitoring and company assessment tools; reviews, analyzes and interprets responses, identifies problems/issues to be addressed, proposes corrective actions and prepares conclusions, identifies and tracks follow-up actions.  Prepares various written outputs, e.g. draft background papers, analyses and studies, briefing notes, power point presentations, promotional materials and newsletters, inputs to publications and surveys. Reviews programme and projects progress reports prepared in Pakistan,  Undertakes outreach activities; conducts presentations for training workshops, seminars, etc.; makes presentations on GRASP related topics and activities.  Participates in or lead field missions, including provision of guidance to field teams and local counterparts.  Provides input and reviews annual programme work plans and narrative progress reports for the donor and project partners prepared in Pakistan.  Coordinates activities related to budget and expenditure tracking, including regular preparation and submission of financial reports and statements, and prepares related documents/reports including programme budget forecasting and programme evaluations.  Oversees processes of partner selection, MOU, grant and inter-agency agreement preparation and signing, procurement, HR, preparation and management of assignment sheets for Geneva based staff. INTERNATIONAL TRADE CENTRE Page 3  Prepares project-related contributions for ITC corporate reporting, such as monthly monitoring, the Operational Plan, Quarterly Monitoring Reports, Result-based reports, Annual Report.  Performs other duties as required. ELIGIBILITY CRITERIA EDUCATION: Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. Note: A first-level university degree in business administration, management, economics or a related field may be accepted with an additional two years of relevant professional work experience. WORK EXPERIENCE: A minimum of five years of relevant experience in project or programme management, administration or related area. Experience of trade-related project design, management, monitoring and reporting. Experience of result-based management principles for project design and implementation. Previous work experience trade development and agribusiness development at ITC and previous work experience in Pakistan are assets. Proven experience with EU trade and development projects desirable. LANGUAGES: Advanced knowledge of English is required. Knowledge of Urdu and other UN official languages an asset. REQUIRED KNOWLEDGE AND SKILLS:  Demonstrated knowledge of the international trading system, the trade-related technical assistance (TRTA) environment and recent trends in export development and competitiveness, awareness of current and emerging trends in regional trade integration;  Demonstrated knowledge of result-based project management, monitoring and reporting. The conditions of service are governed by the United Nations Staff Rules and Regulations. This is a fixed term appointment. INDICATIVE ANNUAL SALARY AT THE P-3 LEVEL Annual Salary (net of tax) Starting from 60,233US$, with annual increments subject to performance. Post Adjustment In addition to the above annual salary a monthly post adjustment is paid. The rate as at June 2019 is 66.1% of the monthly salary. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
