Program Officer, Affordable Housing and Sustainable Communities
Job Summary The Enterprise Northern CA office is seeking a Program Officer to join our dynamic Affordable Housing and Sustainable Communities (AHSC) team working to address the housing and climate change crises through the creation of sustainable, affordable and equitable communities. In coordination with other members of Enterprise’s team, the Program Officer will deliver technical assistance (TA) to affordable housing developers, community-based organizations and public agencies in Northern CA. S/he will report to our statewide AHSC Director, and closely coordinate with other members of the AHSC team as well as numerous internal and external partners. S/he will leverage Enterprise’s extensive tools, policy expertise, technical skills and organizational strategies to support the design, financing and implementation of capital projects that meaningfully integrate quality housing, public transportation, public infrastructure and urban greening.
Job Responsibilities Specific activities the Program Officer is responsible for executing as part of our AHSC Technical Assistance (TA) Practice include program promotion, partner capacity building, guideline education, meeting facilitation and project management. The Program Officer will work closely with multi-disciplinary teams to develop competitive scopes of work inclusive of housing, transportation and greening projects that are meaningfully responsive to community input. Much of the technical assistance is fee-based so the Program Officer will coordinate closely with the Statewide AHSC TA Director on business planning to ensure the program is generating revenue to support our work. The Program Officer will also collaborate closely with the other AHSC program team members, including the Statewide AHSC TA Director, and the Southern California and Central Valley team members. The position may also involve working on related projects and assignments to advance sustainable, equitable development and support the work of the Northern California office.
Core responsibilities of the role include:
- Implement the core activities of our AHSC TA practice in NorCal, including: year-round AHSC TA and thought leadership; AHSC TA program promotion; developing and maintaining the highest level of technical expertise in the AHSC program guidelines and tools; extensive coordination and support of cross-sector applicant teams, including strategic thinking, quantitative calculation, verbal guidance, written communication; public speaking; and generally implementing the full suite of Enterprise AHSC TA services
- Advance our AHSC Capacity Building strategies in the Bay Area, including building new relationships and industry knowledge across diverse public and private partners in the region
- Coordinate with and provide support to the Statewide Director for ongoing projects, new opportunities and special projects
- Coordinate with State Policy team staff on advocacy work related to AHSC
- Work with the Director of Development & the AHSC TA Director to develop funding proposals and ensure timely reporting
- Participate in and support statewide AHSC strategic planning and program design, including but not limited to: analyzing data from TA and award outcomes, and development of TA materials, policies and protocols
- Other special projects to support affordable, equitable, sustainable housing and community development capacity building in the Bay Area on an as-needed basis
Qualifications The Program Officer must be a skilled communicator who is action-oriented and able to quickly and effectively solve problems. Given Enterprise’s diverse client base and the technically complex nature of the work, the Program Officer we seek is highly organized, detail-oriented and eager to utilize innovative project management methods to implement Enterprise’s AHSC practices. In addition, the Program Officer can effectively bring together diverse stakeholders such as public partners, subconsultants and housing developers by growing existing relationships and making new connections. The successful candidate is not expected to already be intimately familiar with the AHSC program at the time of hire; however, s/he must be eager to learn the program, comfortable asking questions, possess a body of skills and experience that are relevant to the work, and be keen on honing his/her skills. Training on the AHSC program will be provided.
- Bachelor’s degree in city planning, public policy, public administration or other related field with at least four (4) years of relevant work experience is required. Graduate degree may be substituted for up to two (2) years of experience.
- Strong technical knowledge in one (1) or more of the following areas: housing financing, environmental sustainability, urban/land use planning, transportation planning, or similar field
- Demonstrated expertise in partner relationship management
- Outstanding project management skills
- Strong presentation, negotiation and interpersonal skills
- Excellent computer skills, including Word, PowerPoint and Excel; experience with or willingness to gain knowledge of Salesforce

- Additional Information Must be willing and able to travel locally on daytrips throughout the greater Bay Area region on a regular basis.May occasionally require longer trips via airplane/train (1-2 times per year).
