Program Manager, Health Financing (6 months)

Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. ("CHAI") is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.

CHAI Liberia Overview

In 2006, CHAI was the first international NGO to help Liberia's government rebuild after a decade-long Civil War in Liberia had killed an estimated 270,000 people, decimated the nation's health infrastructure and hindered the country's ability to deliver vital health and social services. The partnership between Liberia's Ministry of Health (MOH) and CHAI evolved from being HIV specific to addressing key healthcare challenges ranging from supply chain management, health workforce, and health financing, across various vertical programs including HIV, Maternal and Neonatal Health and Malaria. To date the CHAI Liberia office has helped the government achieve a nine-fold increase in HIV care and treatment and more than doubled access to a basic package of health care services.

Program Overview

Liberia aims to build a high-quality and sustainable health system, but faces a severe deficit of physicians and other health care workers. In 2015, the Ministry of Health developed the Health Workforce Program (HWP), a national, inter-ministerial initiative aimed to achieve targeted improvements in the quantity, quality and skill diversity of the national health workforce in order to improve access to safe and quality health services in Liberia.

The Health Workforce Program Strategy aims to guide investments to achieve objectives laid out in Liberia's 2011 National Human Resources Policy and Plan (HRPP). The resulting strategy articulates Liberia's need to increase health faculty at training institutions and medical infrastructure at training hospitals in order to achieve an aggressive scale-up plan that will increase the quality, skill-diversity and quantity of targeted health professionals including physicians, nurses, midwives, community health assistants and health managers trained in Liberia. Additional interventions are planned to strengthen the systems and capacity within the Ministry of Health to plan and manage the health workforce. The Program emphasizes the country's desire to move from Ebola containment and treatment to prevention of a recurrence, which will only be achieved through rebuilding and strengthening the health system holistically.

Currently, CHAI is supporting the Government of Liberia to provide technical assistance and managerial support to the Ministry of Health on all aspects of Health Workforce Program management. In addition, CHAI will build capacity of key Ministry of Health Units to ensure full transition of CHAI's role to Ministry staff.

Position Overview

Candidates must have excellent planning, management, writing, analytical, communication and cultural sensitivity skills as they will be working closely with government and external partners. The candidate must have a passion for results and a commitment to excellence.

Funding is secure for this position through June 30, 2018.

Support to Government of Liberia:

  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort for successful implementation and scale-up
  • Facilitate Ministry of Finance (MOF) and Civil Service Agency (CSA) engagement in health workforce absorption policies and discussion
  • Support the Ministry of Health (MOH), MOF and CSA to develop a salary rationalization scheme for all cadres
  • Liaise with CSA and MOF on absorption of Community Health Workers onto payroll
  • Analyze donor and public health spending on workforce to advise on policies to facilitate health worker job creation
  • Support the Ministry of Health and Government of Liberia to articulate the resources needed to absorb the health workforce and secure necessary funds
  • Build capacity within the Ministry of Health's health financing office and Office of Financial Management (OFM) to ensure government financial ownership of Health Workforce Program
  • Provide assistance to the Ministry of Health OFM and MOF as needed for workforce related requests
  • Liaise closely with technical partners in government to monitor and evaluate interventions against objectives and targets, bringing in technical expertise when needed to ensure rapid implementation

CHAI Team Management and Accountability:

  • Support CHAI's in-country leadership team to identify and define CHAI's overall strategy within the program area, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact

  • Oversee Health Financing and analytics work-stream, including direct management of one Analyst and a senior consultant. Communicate clear guidance on the strategic direction and programmatic priorities for the team.
  • Communicate CHAI strategy and results to major organizational partners and donors
  • Perform other tasks as necessary


  • Bachelor's Degree or equivalent plus 5 years work experience; or Advanced Degree plus 3 years work experience
  • A degree or advanced degree in health economics, public policy, business, economics, public health or other relevant discipline
  • Demonstrated strong analytical, leadership, strategy development and problem solving skills
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
  • Exceptional general management, financial management and communication (written and oral) skills, including the ability to communicate effectively with people of varied professional and cultural backgrounds
  • Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new initiatives
  • Ability to work in unstructured and fast-paced work environments
  • Ability to be effective in high-pressure situations, handle multiple tasks simultaneously, and set priorities.
