Monitoring, Evaluation and Learning Officer

POSITION RESPONSIBILITIES AND DUTIES:

Direct MEL support to programs:

  • Provides support in the creation and finalization of MEL submission documents for proposals and during program design.
  • Further supports the project startup phase through assisting in the creation of project-specific MEL plans that conform to donor requirements as well as internal RI MEL practices.
  • Assists with baseline, midline, and endline assessments and evaluations that speak towards RI internal learning agenda as well as reporting to donors.

Data analysis and database maintenance:

  • Provides ongoing support of central RI MEL database and data entry processes, for both real-time and monthly/quarterly entry of indicator data received from program teams. This includes quality assurance checks and cleaning of data as needed, as well as follow-up with project-level MEL staff.
  • Performs data processing and data analysis functions and interprets/reports findings from quantitative and qualitative data.

MEL systems maintenance:

  • Organizes and maintains in-house resources related to MEL practices within RI to ensure ease of access and use of these tools by program staff.
  • Assists in organizing MEL training and capacity increases for RI staff in GSO and the field.
  • Assists field project and MEL staff with implementation and maintenance of MEL system, including populating and maintaining frameworks and other documentation, as well as assist in creating data collection templates and documenting data collection protocols.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master’s degree with 4+ years of experience in MEL practices, both in HQ and field offices in a development or humanitarian context.
  • Experience with development and maintenance of field-based MEL or M&E systems
  • Data analysis skills; proficiency in SPSS or related statistical program; high levels of proficiency with Microsoft Excel; proficiency with PowerPoint and Word.
  • Experience with or exposure to database systems.
  • Experience with remote data collection tools and processes (ODK, Kobo, Magpi, etc.)
  • Experience in qualitative data analysis and software preferred (NVivo, etc.)
  • Skilled communicator, both verbally and in writing; exacting attention to detail and highly organized, collaborative, and team-oriented.
  • Ability to work with variety of staff and personalities, building consensus between various stakeholders involved in the MEL process and provide customized solutions to complex MEL challenges.
  • Strong English skills, speaking, reading, writing are required.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Excellent analytical and organizational skills ; a bility to think critically and creatively;
  • Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours.
  • Ability to travel in direct project support up to 20%.
